1989年新加坡和印尼两国签署了经济合作协议，巴淡工业园于1990年正式创立，定位为“面向全球出口的战略性工业园区”。

In 1989, Singapore and Indonesia signed an economic cooperation agreement, and the Batam Industrial Park was officially established in 1990, positioned as a “strategic industrial park oriented toward global exports”.

海运条件，与新加坡隔距离仅有20公里，坐船不到1小时就能到，计划未来集装箱吞吐量要从45万飙到100万标准箱。
